Coal Clearances Drag: Public Sector Wins Race

The parliamentary standing committee on coal, mines, and steel has urged for a reduction in the lengthy timelines for coal block clearances. The committee observed that public sector enterprises receive environmental clearances in an average of 15 to 18 months, starkly contrasting with the approximately 26 months required by private sector entities. This disparity extends to forest approvals as well, with public sector firms waiting 24-30 months compared to private entities' 34 months.

To address these delays, the committee proposed exploring a system that enhances coordination among project proponents, state environment authorities, and the Ministry of Forest, Environment and Climate Change. Furthermore, it called for a standardized protocol for processing Gram Sabha resolutions and verification procedures under the Forest Rights Act, 2006, to expedite forest clearances, which are often delayed due to coordination complexities and local objections.

Additionally, the committee suggested streamlining the vetting process for clean coal technology projects by establishing a Joint-Sub Committee for a single appraisal. They also recommended integrated guidelines for emerging technologies, focusing on their carbon impact and outlining clearance routes and environmental safeguards, aiming to accelerate the deployment of environmentally friendly technologies.
