Dog Cruelty Exposed: Starved Animals, Botched Surgeries
6 Sep
Summary
- Fifty emaciated dogs released from a center after a month of starvation.
- Animals suffered from evisceration and open sutures due to poor surgical techniques.
- NGOs face blacklisting for animal mutilation and failed birth control programs.

An internal dossier from the Oulgaret Municipality in Puducherry documented a late 2025 event where 50 starved dogs were released from an Animal Birth Control (ABC) center, resulting in 20 deaths and numerous complaints against the veterinarian. Activist G. Ashok Raj stated that animals were released with "skin and bones" and "sutures falling apart."
Recent investigations reveal widespread issues in the outsourcing of ABC processes by local bodies, with allegations of cost-cutting leading to "quick-fix surgeries." Problems include evisceration and infections stemming from improper suturing, and a lack of pain management. Some NGOs have been blacklisted for animal mutilation and botched surgeries, yet continue to operate.
Violations of ABC Rules, 2023, are rampant, including inhumane capture and inadequate post-operative care. In one instance in Tiruppur, a sterilised dog was allegedly taken for a vaccine and found seemingly lifeless. The efficacy of anti-rabies vaccines is also questioned due to poor cold chain maintenance at many centers.
Activists advocate for an animal management framework under the Animal Husbandry Department, urging a systemic overhaul for a transparent and animal-centric birth control and vaccination program to address these failures.
