The Permian Strategic Partnership has announced a $5.5 million investment to launch the Permian Basin Literacy Initiative. This multi-year pilot program will strengthen early reading instruction for more than 2,000 students across Ector County ISD and Midland ISD. The initiative is set to commence with phase one in the summer of 2026 and phase two in the summer of 2027.
Developed by the Meadows Center for Preventing Educational Risk, the program will provide professional learning and coaching to enhance instructional leadership. It focuses on embedding structured literacy and phonics-based practices into existing district systems rather than introducing new curricula. This approach aims for lasting improvements in literacy for K-2 students.
Campuses for the pilot will be chosen based on academic performance and leadership capacity. A comprehensive analysis of student impact will follow the phased implementation. This effort underscores a commitment from district leaders, educators, and community partners to improve student outcomes in the Permian Basin.
