Nagaland: Birth Certificate Now Key to All Services

The Nagaland government has declared birth certificates as the singular mandatory document for school admissions, government employment, and numerous official services. This significant policy shift, enacted via the Nagaland Registration of Births and Deaths (Amendment) Rules, 2024, came into effect recently, following national amendments to the Registration of Births and Deaths Act, 1969.
These new rules establish the birth certificate as the exclusive proof of an individual's legal identity for accessing services. This includes applications for driving licences, Unique Identification (UID) registration, and marriage certificates, ensuring a unified approach to documentation. The move aims to streamline access and planning for welfare programmes.
To facilitate compliance, Nagaland has established 1,474 registration centres. These are strategically located in every recognised village, community health centres, and primary health centres in rural areas, and in government offices in urban areas. Procedural changes also simplify delayed registrations, removing the need for notarised affidavits for delays within one year and expediting the process for longer delays.
The amended rules further stipulate that abbreviations will not be permitted on birth certificates for a child's name. This ensures clarity and consistency in official records. Citizens are urged to obtain their birth certificates promptly, as other documents will no longer suffice for essential services.
