The Comptroller and Auditor General (CAG) has officially confirmed serious irregularities at Madhya Pradesh's only medical university in Jabalpur. An audit covering 2020 to 2022-23 revealed administrative failures, a lack of transparency, rule violations, and financial mismanagement affecting thousands of students and dozens of colleges. Basic data regarding affiliations and student enrollment was not uploaded on the university's website, creating an environment ripe for malpractice.
The audit inspected 76 institutions, finding significant deficiencies in 32, yet affiliations were granted without meeting mandatory infrastructure norms. This resulted in thousands of students enrolling in colleges lacking essential academic and laboratory standards. Furthermore, the university transferred Rs 55.52 crore to MGM Medical College, Indore, and Jabalpur Medical College for development projects without proper affiliation, a decision the CAG rejected, directing fund recovery.
Compounding these issues, 184 out of 275 approved posts at the university remained vacant as of 2023, including key administrative roles. This led to widespread delays in examinations, results, and degree distribution. Instead of filling vacancies, the university outsourced 4 to 23 employees more than approved, incurring significant costs. Additionally, Rs 98.60 crore collected from institutions was not deposited, with improper record-keeping leaving students unprotected.
