Maharashtra is embarking on a substantial reform by preparing to grant autonomy to two key government medical colleges: GMCH Nagpur and Grant Government Medical College in Mumbai. This initiative is being spearheaded by a high-level committee constituted under the chairmanship of former chief secretary Jayantkumar Banthia.
The committee is meticulously examining the operational frameworks of prominent autonomous institutions, including AIIMS, PGI-Chandigarh, IISc, and Tata Memorial Centre, alongside select international models. The objective is to devise an effective and contextually appropriate autonomy framework tailored for Maharashtra's government medical colleges.
Key aspects under consideration encompass a broad spectrum, including financial powers, administrative independence, academic decision-making, research promotion, and patient care services. The committee is also evaluating how autonomy has positively impacted efficiency and decision-making in other institutions.
Further deliberations involve potential degree-awarding powers, curriculum flexibility, new course introductions, dedicated research funding, and infrastructure development. The study is anticipated to conclude within a month, with a report submission to the Directorate of Medical Education and Research (DMER), potentially leading to legislative discussions during the upcoming monsoon session.
