The assessment was carried out by trained teachers using a mobile app, with a strict teacher-student ratio maintained to ensure quality. However, Gurgaon struggled to achieve full coverage, with 4,486 students across 40 schools left unassessed.

Officials have attributed the poor performance to a shortage of Hindi and Mathematics teachers. Even though other subject teachers were available, the strict requirement of subject-specific educators meant they could not be deployed for the assessment tasks. This gap in availability of the right teachers severely impacted Gurgaon's ability to comprehensively evaluate the foundational learning of its students.
