The Central Information Commission (CIC) has identified significant gaps in AIIMS Delhi's response to an RTI request for faculty promotion details. The commission has mandated that the institute provide a revised and complete reply to the applicant, Maroof Ahmad Khan. This order stems from Khan's request for comprehensive documentation related to promotions to Professor of Biostatistics under the Assessment Promotion Scheme (APS), including meeting minutes and candidate evaluations.
AIIMS had previously stated that some records, such as grade sheets from selection committee members, were unavailable. The CIC noted that complete information had not been furnished on multiple queries. Consequently, AIIMS's Chief Public Information Officer (CPIO) is now directed to thoroughly search all available records and databases for the requested information.
Should any relevant records remain unavailable after a diligent search, the CPIO is required to submit a formal affidavit confirming their non-existence. If records have been legally weeded out according to retention policies, the CPIO must provide the record retention schedule along with proof of destruction. This directive underscores the commission's commitment to ensuring transparency and accountability in public information dissemination.
