Uttar Pradesh is confronting a significant social challenge due to a surge in road accidents, with 24,776 lives lost in 46,223 incidents up to November 2025. The Chief Minister has mandated a robust implementation of the 4E model—education, enforcement, engineering, and emergency care—stressing equal focus on all four pillars to combat this alarming trend.
Directives have been issued for stringent action against habitual offenders, including the seizure of driving licences and impounding of vehicles, moving beyond mere challans. Road-owning agencies are tasked with identifying and rectifying accident black spots, addressing issues like faulty engineering, poor signage, and hazardous curves, and must conduct regular safety audits, ensuring only table-top speed breakers are used.
Intensified awareness campaigns are planned for early January, utilizing real-life accident case studies. Furthermore, emergency response systems, including trauma hospitals and ambulance response times, are to be strengthened. Coordination among various government departments is essential, and district magistrates must develop specific action plans to curb accidents effectively.
