This allows for "horizontal" or "progressive" evacuations, moving patients to adjacent safe areas on the same level rather than requiring a full building evacuation. Fire safety expert Dr. Tony Fogarty likened the design to "Russian dolls," where each layer protects the next. This strategy is particularly effective for patients with limited mobility, such as those bed-bound or in wheelchairs. While many patients were moved to other hospital areas, one patient recovering from surgery with her newborn was moved down a fire escape due to smoke presence.
