The Town of Outlook is assessing damages exceeding $100,000 following a security incident at its treated water reservoir. On the morning of December 15th, town officials discovered that padlocks on the reservoir's access hatch had been pried open. This discovery triggered an immediate precautionary measure, requiring the town to discontinue its water service.
During the eight-day water advisory, Outlook, with a population of approximately 2,300, distributed bottled water to its residents. Although subsequent testing revealed no contamination, the reservoir was emptied, cleaned, and refilled with treated water. The town is still compiling the full financial impact, which is substantial given its annual budget of $6.5 million, and is engaging with businesses to understand their incurred costs.
The incident has prompted discussions with the provincial Water Security Agency about enhancing security protocols for water facilities across Saskatchewan. While the RCMP continue their investigation, which also considers other recent incidents like vehicle thefts, Chief Administrative Officer Kevin Trew indicated that nefarious intent towards the water supply is unlikely. The town plans to proceed with installing security cameras as a preventative measure.
