Biscayne Bay Safety Overhaul: New Rules for Boaters
5 May
Summary
- Boater ID system proposed for safety education at county marinas.
- A unified citation system and database are recommended for marine patrol.
- Missing navigational markers destroyed by Hurricane Andrew need replacement.

Miami-Dade County is implementing new safety standards following recommendations from the Boater Safety and Bay Education Task Force. Organized last year by Mayor Daniella Levine Cava, the task force has delivered proposals to enhance boater safety and education in Biscayne Bay.
A significant recommendation is the creation of a boater ID system. This system would ensure individuals using county-managed marinas receive essential safety education, addressing identified risks. The task force also advocates for a unified citation system and database to centralize enforcement efforts across various marine patrol agencies.
This unified approach aims to streamline investigations, particularly after incidents like the deadly July 2025 crash near Hibiscus Island. The task force is further considering a dedicated "boat court" for marine enforcement cases. Additionally, they are urging county commissioners to replace long-lost navigational markers, many destroyed by Hurricane Andrew decades ago, which remain a hazard for boaters.
