Nursery Settlement After Baby's Choking Death
20 Nov, 2025
Summary
- Baby died after choking on food at nursery in September 2021.
- Parents secured a six-figure settlement from the closed nursery.
- Campaign led to improved first-aid regulations for childcare settings.

The parents of a baby who died after choking on pasta at a nursery have secured a six-figure settlement from the childcare centre. Oliver Steeper, aged nine months, choked on food at Jelly Beans Day Nursery in September 2021 and later died in hospital. The nursery has since closed and reached the settlement without admitting liability.
Oliver's parents have been campaigning for improved first aid training in childcare settings. Following an inquest, government reforms were introduced requiring at least one staff member present during mealtimes to hold a paediatric first-aid certificate. The parents described these reforms as bittersweet, acknowledging their son's death prompted the changes.
Dedicated to their son, the couple founded the Oliver Steeper Foundation, which provides anti-choking devices to UK nurseries. They shared a personal experience of using such a device on their second child. The foundation's efforts have been met with significant public support, profoundly changing the parents' perspective on life.
