The incident took place last Thursday near a doctor's office in Waycross. Detective Horne was reportedly meeting the mother of his child when the child's grandmother, Kisha Smith Music, arrived.
According to an incident report, video footage captured a heated exchange between Detective Horne and Ms. Music. The confrontation escalated, with Ms. Music opening Horne's truck door and striking his phone. Subsequent video shows Ms. Music on the ground with a bloody face.
Waycross Police Chief Tommy Cox confirmed Horne's administrative leave pending an internal review. This marks the second time this year Horne has been placed on leave for a separate incident. Ms. Music expressed a loss of faith in the process, while Horne's attorney stated his client acted to prevent further aggressive actions from Ms. Music during the child's appointment.
