31 Oct
Summary
- Landlords ordered to pay over $90,000 in penalties.
- Property had 17 tenants in 21 subdivided sleeping rooms.
- Violations included fire safety, egress, and rodent concerns.

Landlords of a Vancouver property are facing over $90,000 in penalties for health and safety violations and unaddressed emergency repairs. The Compliance and Enforcement Unit of B.C.'s Residential Tenancy Branch issued the decision after municipal inspectors found significant issues.
In July 2025, city inspectors discovered approximately 21 sleeping rooms and 17 tenants in the property, which had been extensively subdivided. Concerns were raised about unpermitted construction, fire safety, electrical and plumbing systems, and means of egress. An order to vacate was issued in August 2025.
Further investigation by the RTBCEU reviewed past tenant disputes citing issues like rodents, mold, water ingress, and deficient egress. The landlords, including Livewell Homestay and Cleaning Limited and individuals Sam Chuin Hsiu Law, Lisa Pui-Yee Law, Jimy Hon Chung Law, and Matthew Tosaporn Lo, did not participate in the process.
Ultimately, the landlords were found to have not maintained the property to required standards and failed to conduct urgent repairs. Jimy Hon Chung Law was also cited for providing false information in dispute resolution hearings. The total fine amounts to $90,000 for 17 proven tenancies.
