Groomed Teen Died; Protection System Failed
18 Aug
Summary
- Teen victim groomed from 16, at risk of exploitation.
- Child abduction warning lapsed upon victim turning 18.
- System failed to protect vulnerable adult, inquest finds.

A vulnerable teenager, groomed from approximately age 16, was identified as being at high risk of child sexual exploitation in April 2017. A Child Abduction Warning Notice was issued against her abuser, Clifford, while the victim, Natasha Hill, was assessed as high risk.
During the following months, Hill went missing intermittently, and Clifford failed to report to his probation officer. Crucially, upon turning 18, the Child Abduction Warning Notice automatically lapsed, and she was discharged from child exploitation frameworks without a vulnerable adult action plan.
Within a week of her 18th birthday, Hill moved in with Clifford and sustained ongoing, severe injuries. She ultimately suffered over 50 injuries and died from fatal head trauma at Clifford's residence on April 15, 2018.
Paramedics found Hill unresponsive, and Clifford claimed she had fallen down the stairs, even attempting to wash his clothes as medical professionals tried to save her life.
An inquest at London Inner South Coroner's Court in 2022 heard that the protective system for vulnerable individuals had completely failed. The coroner suggested extending the duration of warning notices and establishing a single national policy for child sexual exploitation.
Essex County Council, who were Hill's legal guardians while she was in care, stated their duty of care was discharged effectively and all policies were implemented. The council has since made significant changes to its practices and guidance following Hill's death.
