Stepmother Held Son Captive for 20 Years: New Charges Filed
13 Mar
Summary
- Stepmother accused of holding stepson captive for two decades in Connecticut.
- Victim escaped after setting a fire in February 2026, weighing only 68 pounds.
- New kidnapping charges filed against the accused, carrying minimum 10-year sentences.

Kimberly Sullivan, 56, returned to court in Waterbury, Connecticut, facing updated charges related to the alleged 20-year captivity of her stepson. Prosecutors have replaced a second-degree kidnapping charge with two first-degree kidnapping charges. One alleges abduction with intent to harm, the other, abduction to cover up a felony, with each carrying a minimum 10-year sentence.
Sullivan allegedly imprisoned her stepson, identified as 'S', in a room without climate control, severely limiting his food and water for over two decades. He was reportedly removed from school at age 11. S escaped in February 2026 by setting a fire. Rescuers found him in a fetal position, weighing 68 pounds, with severe dental issues and poor hygiene, leading prosecutors to compare his condition to a death camp survivor.
Sullivan, who previously pleaded not guilty to assault and unlawful restraint charges, appeared briefly in court on Thursday. Her attorney stated that reviewing the victim's medical records after the fire did not significantly alter their defense strategy. A pre-trial hearing is scheduled for April 30, 2026, with Sullivan not required to attend in person.
The victim's biological mother, Tracy Vallerand, expressed distress over her child's suffering, stating she lost custody when he was six months old and had no contact since. She believes multiple parties failed her son, who was denied safety, care, and love.
