The court emphasized that the admit card supplements the pass certificate, rather than replacing it, to prevent potential fraud and the use of outdated records.
Furthermore, the court has set a firm deadline for election officials, requiring them to submit all documents received before February 15 that have not yet been processed. This submission must be completed by 5:00 PM tomorrow to ensure the timely publication of the final voter list towards the end of February.
