The Baltimore Police Department is rolling out the innovative SafeWrap System, a new restraint technique engineered to enhance safety and minimize injuries during volatile arrests. This system equips officers with specialized tools and training to manage high-risk situations effectively, safeguarding both law enforcement personnel and the public.
The department recently conducted its inaugural training session on Thursday, drawing law enforcement professionals from Philadelphia, Washington DC Metro, and Miami. This initiative represents a significant effort to implement a safer approach to custody, as highlighted by Detective Jose Defrank's sentiment for universal safety. Sergeant Shawn Parlett noted the extensive work behind bringing this training to fruition.
Developed by third-generation Brazilian Jiu-Jitsu black belt instructors Rener and Ryron Gracie, the SafeWrap method was initially conceived for hospitals and psychiatric patients. It has since been refined for law enforcement applications nationwide. The technique focuses on controlling subjects without exacerbating volatile situations, especially during mental health crises.
This program directly addresses critical recommendations from a September 2024 report by the Police Executive Research Forum concerning the reduction of restraint-related fatalities. The SafeWrap method emphasizes keeping individuals facing outwards for monitoring and positioning them safely on their side to prevent harm to officers and themselves. The BPD anticipates this approach will foster greater community trust and improve relationships.
