Woman Held Captive in Dubai: HC Demands Rescue

The Orissa High Court has expressed grave concern over the alleged illegal detention of an Odisha woman in Dubai and mandated swift action for her rescue and return to India. The directive came during the hearing of a habeas corpus petition on April 20, where a division bench observed significant lapses in police response.
A social activist from Titlagarh filed the petition, alleging that Hasta Bisi, 37, from Jagua village in Bolangir district, is being held captive in Dubai by a foreign national, allegedly with local help. A video of the woman appealing for help had surfaced on social media.
The court was informed that despite complaints, no First Information Report (FIR) was registered, and no substantial action was taken by local police. To facilitate international intervention, the court sought assistance from the Deputy Solicitor General.
Progress has been hampered by a lack of crucial documents, including passport details. However, the court was informed that relevant documents, including a passport photocopy, were with the Bolangir Deputy Superintendent of Police. The State counsel was directed to promptly provide these documents to the Deputy Solicitor General.
Following receipt of the documents, steps are to be taken in coordination with the Ministry of External Affairs to ensure the woman's repatriation or deportation. The woman's family had migrated to Mumbai eight years ago, and her mother had filed a complaint on January 6 this year. The court has scheduled further proceedings for May 11, 2026, emphasizing the need for prompt action.
