Trading Standards is proposing a 10-point plan, including increased investment and licence reviews for businesses selling illegal goods, to combat this growing threat.
Enforcement agencies, including police, face resource challenges, which have allowed complex criminal networks to flourish. The Association of Convenience Stores has called for increased investment in local enforcement to shut down rogue traders and support legitimate businesses suffering from unfair competition and community blight.
