Justice for Noel: Remains Identified After Years
16 May
Summary
- Child's remains identified after over three years missing.
- Mother declared incompetent to stand trial for murder.
- Mother fled the country with six other children.

The remains of 6-year-old Noel, who had been missing for over three years, were positively identified on May 15, 2026. The discovery was made at the former Texas residence of his mother, Cindy Rodriguez-Singh. Noel, who was born with developmental and physical disabilities, was last seen in October 2022.
Authorities became aware of Noel's disappearance in March 2023 when relatives expressed concerns. His mother, Rodriguez-Singh, was later arrested in August 2025 and charged with capital murder, causing injury to a child, and abandoning a child. Dental records confirmed the discovered remains belonged to Noel.
Rodriguez-Singh has since been found incompetent to stand trial due to psychological evaluations, though she is expected to regain competency. She had previously claimed Noel was with his father in Mexico, a statement later disproven. Two days after a welfare check, she reportedly fled the U.S. with her husband and six other children.
