NHS Executive Raped and Assaulted Underage Girls on Snapchat

On November 11, 2025, it was revealed that a senior NHS executive named Paul Lipscombe, 51, had raped and sexually assaulted several underage girls he had groomed on the social media platform Snapchat. Lipscombe, who held the position of associate director in performance & informatics at University Hospitals Coventry and Warwickshire NHS Trust, admitted to a total of 34 offenses against six victims between the ages of 12 and 15.

The abuse came to light when police attempts to trace a missing teenager led them to discover that Lipscombe had been targeting multiple victims. The teenager had made a "pre-organized" late-night departure, telling Lipscombe's wife that he was away on business. Lipscombe then instructed the girl to call 999 and read from a "script" that claimed she had left home because she was being abused, which was not true.

Further investigation revealed that Lipscombe had used two fake Snapchat accounts to groom the girls, taking some of them to bedsits and even asking one victim to wear a primary school uniform for him. Police also found evidence of Lipscombe taking the victims to hotels, where they discovered used condoms, alcohol, and bondage equipment in the rooms.

The victims and their families have been left deeply traumatized by Lipscombe's actions. One girl said she is "haunted by the damage he has done," while the parents of another victim expressed their hatred for the man who "ruined our daughter's childhood." Lipscombe is expected to be sentenced on November 12, 2025.
