The bench highlighted the importance of early diagnosis and intervention for conditions like diabetes. It emphasized that prison authorities have a duty to be accommodative, including providing facilities like western toilets for amputee prisoners and ensuring regular medical check-ups to prevent complications such as ulcers. The court also recommended master health check-ups for all prisoners every two years to proactively manage health issues.
This ruling reinforces the concept of reasonable accommodation for persons with disabilities, as introduced by a 2016 statute. The court stressed that with the rising incidence of diabetes, it is reasonable to expect a significant number of prisoners may have this condition. Therefore, tailored diets, assistive devices, and accessible facilities are essential for their well-being and dignity within the prison system.
