29 Aug
Summary
- Man died in jail days after arrest for family altercation.
- Bodycam shows officers restraining him multiple times.
- Mayor calls for independent review of mental health crisis deaths.

On July 15, 2026, Jose Carlos Hoyoz-Munoz, 58, was discovered unresponsive in his holding cell at the Van Nuys regional jail. The LAPD released body-cam footage showing officers restraining Hoyoz-Munoz multiple times before his death. Initially arrested on July 13, 2026, for allegedly assaulting relatives with a knife during a family dispute, Hoyoz-Munoz was apprehended after a standoff.
The released videos depict officers using force to restrain Hoyoz-Munoz while attempting to fingerprint him, transport him, and after he allegedly spat at them. He was placed in a harnessed chair and later subjected to further restraint in his cell. Officers reported conducting wellness checks, during which he appeared to show signs of life.
However, he was later found not moving and unresponsive. Los Angeles Mayor Karen Bass reviewed the footage, alongside that of another recent in-custody death, and urged an independent examination of officer-involved deaths, especially those involving individuals in mental health crises. She emphasized the need to assess current policies, training, and accountability systems.
