A landlord in Windsor, Berkshire, Rajinder Singh Pander, has been penalized £81,043.88 for renting out a garden outbuilding unsuitable for habitation. Despite an enforcement notice from Hounslow Council demanding its demolition, Pander continued to rent the 25sqm structure, which included a kitchen, living area, and bathroom.
A young family, complete with a child, resided in the outbuilding for two years, facing cramped and substandard living conditions that caused significant health and wellbeing concerns. The court deemed the offense to be at the higher end of negligent culpability.
Pander admitted non-compliance with the enforcement notice. His sentencing on 23 December 2025 resulted in a £59,496.73 confiscation order for rental income, alongside a reduced fine of £14,000 (initially £21,000) due to an early guilty plea, and £7,547.15 in legal costs.
