Nurse Accused of Drug Use Worked While Charges Loomed

An Iowa nurse, Raymond DeLeon, continued working at a Fremont County nursing home for nine days after the Iowa Board of Nursing found probable cause for disciplinary charges against him in September 2025. This occurred while state records showed prior disciplinary action in Nebraska. In February 2024, DeLeon was fired from the Douglas County Health Center in Omaha after evidence of illicit controlled substance use was presented, and he refused a drug test. Nebraska revoked his nursing privileges due to significant public safety risks.
Despite Nebraska's actions, DeLeon remained licensed in Iowa. On September 8, 2025, the Iowa Board of Nursing found probable cause to charge him with having his license revoked by another authority. He began working at Shenandoah's Garden View Care Center shortly after. Inspectors later alleged DeLeon routinely left his shift to use substances and expressed distrust about his access to narcotics. On November 12, 2025, DeLeon was arrested at the Garden View facility after being found with a methamphetamine pipe.
