Sex Offender's Release Sparks Outrage: High Reoffending Risk
3 Jul
Summary
- Convicted sex offender to be released despite high reoffending risk.
- Offender has history of violent crimes and sexual sadism.
- Parole Board attaches strict conditions to release.

Joshua James Turner, 42, is nearing his statutory release date from prison. Despite a recent psychological risk assessment indicating a high to very high risk of general, violent, and sexual reoffending, authorities have no legal recourse to detain him further.
Turner's diagnosed conditions include PTSD, antisocial personality disorder, alcohol abuse disorder, and sexual sadism. He was serving a 15-month sentence for breaching a long-term supervision order. Previously, he received a four-year sentence in January 2015 for sexual assault with a weapon.
As part of his upcoming release, the Parole Board has mandated strict conditions. These include abstaining from drugs and alcohol, prohibiting possession of pornography, requiring approval for any phone use, and reporting all relationships with women.
