22 Jan
Summary
- Father fined for parking violations while at his dying daughter's bedside.
- He was discussing funeral arrangements and his daughter's will when the fine occurred.
- Manchester City Council agreed to refund the fine after public attention.

A grieving father, Dr. Brian Farrington, 89, was issued a parking fine while by his daughter Joanne's bedside at The Christie hospital in Manchester. The penalty was for exceeding on-street parking time limits on May 9, 2024, as hospital car parks were full. Dr. Farrington explained that he was delayed because he was discussing funeral arrangements and assisting with his daughter's will.
His daughter, Joanne, 55, was critically ill and passed away shortly after. Initially, Manchester City Council denied his appeal, stating there were no grounds for cancellation, though they expressed sympathy. The council has since stated they will refund the fine after the BBC approached them for comment.
Dr. Farrington felt the council's initial response was "deeply uncaring" and raised concerns that other families in similar traumatic situations might face the same issue. He emphasized that hospital parking availability is a national problem that requires government attention.
