Poverty Keeps Bail-Granted Prisoners Jailed in Goa
29 Oct
Summary
- 19 undertrials remain jailed due to inability to afford surety.
- Overcrowded cells and damaged mosquito nets noted at Colvale jail.
- Prisoner denied prescribed medicines for 45 days after hospital visit.
The Goa Human Rights Commission (GHRC) has raised significant concerns regarding the conditions at Colvale jail, particularly highlighting the plight of undertrial prisoners who cannot afford to pay surety amounts for their bail.
During an inspection on October 13, the GHRC observed that 19 undertrials remained in custody solely because they lacked the financial means to arrange for bail. The commission emphasized that poverty should not be a barrier to liberty, calling for a compassionate judicial approach.
The inspection report, dated October 23, also detailed issues of overcrowding in prison cells, with some designed for two inmates housing three. Inadequate living conditions were further underscored by reports of damaged or missing mosquito nets, posing risks of disease and discomfort to inmates.
Furthermore, the GHRC cited a specific instance where an undertrial prisoner did not receive prescribed medication for 45 days following a hospital visit. The commission stressed the imperative for timely medical care for all inmates.
