In California City, California, Kenneth Dobbins, 68, faces a first-degree murder charge following a fatal dog attack on June 18. The incident resulted in the death of 12-year-old Fernando Torres Moreno, who allegedly drowned in a park lake while trying to escape Dobbins' three dogs. An 8-year-old girl also sustained serious but non-life-threatening injuries.
Authorities revealed that Dobbins had been warned about his dogs' aggressive behavior two days before the attack. Despite the warnings, the dogs were reportedly at large in Central Park. Police allege Dobbins entered the water to retrieve his dogs but did not assist Fernando or the injured girl.
Dobbins was arrested on June 25 in Lancaster after evading authorities. He pleaded not guilty to the charges, including involuntary manslaughter and allowing a vicious animal at large. A court appearance is scheduled for July 14, with Dobbins held without bail. Fernando's family remembers him as a "bright, loving boy."
