Summary
- A 75-year-old woman neglected 27 horses and 33 dogs over seven years.
- Animals were found in dirty cages and muddy fields without food or water.
- She received a 12-month community order and a ban on keeping animals.

An elderly woman, aged 75, has been prohibited from owning horses and dogs following a significant animal neglect case. The RSPCA's investigation, executed with police assistance in January 2025, uncovered a total of 60 animals in distress. This included 27 horses and 33 dogs found in unacceptable living conditions across three sites.
The animals were discovered in dire states. Dogs were confined to filthy cages without sustenance or hydration, while horses were housed in muddy, poached fields lacking any recent signs of feeding. This situation had reportedly persisted for seven years.
As a consequence, the pensioner received a 12-month community order, which includes a curfew, and was ordered to pay £400. She admitted to two animal welfare offenses. The court heard that Winn, who had bred animals for 60 years without prior issues, struggled to manage due to embarrassment and difficulties with her property and personal health.
All 60 neglected animals have been transferred to the RSPCA, which will facilitate their rehoming. Insp Hannah Nixon of the RSPCA emphasized the importance of meeting animal needs, noting their prolonged deprivation in this instance. PC Sam Chapman of Hampshire Police expressed satisfaction with the conviction.
