Duluth Police Shooting: Suspect Fired First, Footage Shows

On February 10, footage was released depicting a deadly encounter between St. Louis County deputies and Donald Felver III, a homicide suspect. The recorded events show Felver leading deputies on a vehicle pursuit that concluded with a PIT maneuver on North 79th Avenue West in Duluth.
Following the crash, deputies approached Felver's vehicle, issuing commands. Gunfire erupted, with approximately 15 shots heard. According to the preliminary investigation, Felver fired from inside his vehicle at the deputies, who then returned fire.
Felver, who was alone, was pronounced dead at the scene. The deputies involved were unharmed. A handgun and spent casings were recovered from Felver's vehicle.
Significantly, this confrontation occurred roughly five hours after another man was fatally shot less than 6 miles away. Felver was believed to be the suspect in that earlier incident, though deputies were unaware of this at the time of their engagement. Both Felver and the earlier victim were known to each other and law enforcement. The BCA's investigation into Felver's killing remains ongoing.
