DMV Shooting: Law Enforcement Targeted by 'Gang Stalking' Believer

State Police Cpl. Matthew Snook was killed while working an overtime assignment at the New Castle Department of Motor Vehicles reception desk. Rahman Rose, the assailant, approached Snook from behind and fatally shot him with a handgun. Investigators concluded this was a deliberate and targeted attack on law enforcement.
Rose reportedly believed he was being monitored and harassed by police, a phenomenon he described on social media as "gang stalking." Despite this belief, Rose had no prior interaction with Cpl. Snook, and his limited contact with Delaware law enforcement in the year leading up to the shooting involved no criminal allegations or arrests.
After entering the DMV office and leaving briefly, Rose returned and ambushed the trooper. Snook shielded a DMV employee as he was shot. Rose was then shot by a New Castle county police officer responding to the incident and later died at a hospital. Cpl. Snook was honored for his courage and sacrifice.
