A man, Carl Rice Jr. of Mitchells, Virginia, has been charged with multiple sex offenses stemming from two separate assaults in 1988 and 1990. The breakthrough in the cold case came on December 9, 2025, when a CODIS DNA match linked evidence from the 1988 assault to Rice. This discovery was facilitated by Maryland's law, which has no statute of limitations for felony sexual offenses.
The first incident occurred on June 24, 1988, near the Friendship Heights Metro Station, where a woman was attacked. The second assault took place on September 19, 1990, involving a woman who accepted a ride from someone named "Kevin" and was subsequently assaulted in Bethesda.
Rice is currently serving a prison sentence in Virginia for unrelated rape and sexual assault charges. Given the proximity of both crimes to the District of Columbia, detectives collaborated with the Washington D.C. Metropolitan Police Department. Authorities believe there may be other victims and urge anyone with information to contact the Montgomery County Police Department.
