Cleveland Police has emerged as the top-performing police force in the country for tackling shoplifting, achieving a 33% solve rate over the last year. This figure significantly surpasses the national average of 23%.
Their successful strategy centers on identifying and apprehending prolific offenders. It was found that a small group of around 40 individuals accounts for approximately one-sixth of all reported shoplifting incidents.
The force recorded 8,876 reports of retail crime in the past year. In a targeted operation in December, two individuals were charged with 53 shoplifting offenses over just two days.
