A Washington County woman is now facing animal cruelty and neglect charges following an investigation into her unlicensed kennel, South Paw Kennels, located on Five Points Road in Burgettstown. The situation came to light after an anonymous tip alerted humane officers to concerning conditions, including reports of matted animals and a pervasive foul odor.
Upon arrival in early June, officers were immediately met with an intense smell of ammonia and feces. They observed that the kennel floor was covered in a thick layer of waste and dog food. The owner, Kayla Rigole, admitted the kennel was in "bad" condition, citing issues with busted water pipes that left the facility without water or electricity.
Tragically, officers discovered the remains of a deceased Yorkshire Terrier, which Rigole stated had frozen to death in January. She allegedly told officers she could not remove the body due to illness. Rigole was compelled to surrender ten of her fifteen Yorkies, including the deceased animal.
Officers issued a compliance letter requiring Rigole to clean and sanitize the kennels within seven days and ensure the remaining dogs received veterinary care. However, subsequent visits on June 8 and June 15 indicated only minimal improvements, and the dogs had not been taken to a vet. Many of the surrendered dogs tested positive for whipworm, a parasite that can be fatal if untreated.
Rigole cited a "snowball effect" of issues with her heat, water, and electricity, claiming she was left to manage everything alone. She also mentioned recent health problems, including needing back surgery, which she postponed to care for the kennel. Despite these challenges, she stated she was attempting to carry water from her home to the dogs daily. Nine dogs and a turkey remain on the property.
