Allahabad High Court Slams Forensic Labs for Delayed Viscera Reports

The court observed that this lapse is "disturbing" and has directed the Uttar Pradesh chief secretary, DGP, and director general of medical health to address the situation.
The court noted that in a dowry death case, the viscera of the deceased was sent to the lab in February 2024, prepared in September 2024, but the report was not received by the investigation officer until February 1, 2025. The chargesheet had been filed on September 13, 2024, and cognizance was taken on November 11, 2024, even before the viscera report was received.
The court emphasized that the viscera report is a crucial link in the chain of circumstances and should be in the hands of the investigating agency within a reasonable time to reach a conclusion. The delay, the court said, demonstrated that the investigation was incomplete in some manner.
Agreeing with the state's position, the court denied bail to the accused, the husband of the deceased, citing the allegations of dowry demands, torture, and the unnatural death of the woman within seven years of marriage in her matrimonial house.
