Abdulloi Toshpulodzoda, accused of a 2019 murder, fled the United States on July 6, 2026, while on a 48-hour pass from the Northern Virginia Mental Health Institute (NVMHI). He was permitted to stay at a taxpayer-funded apartment during his leave. Toshpulodzoda boarded a one-way flight to Tajikistan from Washington Dulles International Airport, with the ticket purchased using an card.
In 2022, Toshpulodzoda was found not guilty of second-degree murder by reason of insanity. Experts evaluated him, and the prosecution's expert also found him legally insane, preventing a conviction. Despite a judge's June 2026 order that he remain hospitalized, Virginia law permits temporary passes for patients committed to psychiatric facilities.
Toshpulodzoda's unaccompanied community visits were approved by NVMHI's Internal Forensic Privileging Committee. In May 2026, he was even escorted to the Tajikistan Embassy to obtain a passport. A month after his escape, on August 5, 2026, an arrest warrant was issued, and authorities stated he would be arrested and extradited if he re-enters the U.S.
