On November 15, 2025, an undercover investigation by the Miami-Dade Sheriff's Office resulted in the arrests of three women for operating massage businesses without proper licenses. The women, Chang Xiu Yang, Yuping Song, and Yihong Luo, were charged with running unlicensed massage practices, and Song and Luo also faced prostitution charges.
During their bond court appearance on November 15, the judge informed the women that they must avoid any further violations, or they will be jailed until their trial. The women, who spoke through a Mandarin interpreter, were new to the Miami area, with one of them having only been in the region for two weeks before her arrest.
The arrest documents reveal that the MDSO conducted the operation over multiple days at several massage businesses that were allegedly known to engage in prostitution and had been the subject of previous complaints and Crime Stoppers tips. While the women were initially charged with operating a health care practice without a license, the judge later determined there was no probable cause for those charges.
