Türkiye Shields Domestic Packaging Makers with Sweeping Anti-Dumping Tariffs
24 Jul
Summary
- Türkiye imposes anti-dumping duties on packaging film imports from China, Egypt, and Russia
- Tariffs range from 12.85% to 62.94% to protect local producers
- Analysts expect the move to reshuffle global packaging supply chains

Türkiye has taken a significant step to protect its domestic packaging industry by introducing anti-dumping duties on imported packaging film. The new tariffs, ranging from 12.85% to 62.94%, apply to Biaxially Oriented Polypropylene (BOPP) and similar packaging films imported from China and Egypt. Russian imports face a uniform 47.14% duty.
These measures follow an investigation by Türkiye's Ministry of Trade, which found evidence of undervalued imports harming local producers. BOPP film is a widely used material in food, consumer goods, and label production due to its clarity, strength, and printability.
Analysts expect Türkiye's anti-dumping tariffs to reshuffle global packaging supply chains. Exporters from China, Egypt, and Russia may now consider targeting alternative markets or renegotiating prices. Domestic Turkish producers, on the other hand, stand to increase output and potentially invest in capacity expansion or downstream processing.

The move aligns with a broader trend of governments imposing anti-dumping duties to support local production in sectors like steel, textiles, and packaging. For downstream users, such as packagers of food, cosmetics, and pharmaceuticals, the heightened costs for imported packaging film may lead to seeking alternatives from Turkish suppliers or adjusting material use.
