A "dual-use by design" policy is central to integrating economic development with national security. This involves engineering major commercial projects, such as deep-water ports and offshore wind farms, to also serve defense objectives.
Four specific strategies will implement this dual-use approach. These include embedding dual-use requirements in all Blue Economy projects, such as reinforcing port infrastructure for naval logistics and equipping offshore wind foundations with surveillance sensors. Strategic international partnerships will also be forged to share geopolitical risks in major energy and logistics projects.
