Blackburn, a town recognized as the UK's "Silicon Valley of Vapes," is preparing for substantial changes as new regulations on e-cigarette devices are introduced. The town, which has seen a significant rise in vape shops and manufacturers, is now facing a government crackdown.
Concerns about youth vaping have prompted these measures. A local survey indicated that over half of the 107 schoolchildren surveyed in Blackburn had used nicotine vapes, and a quarter reported using drug-laced versions. Approximately 41% of these children received vapes from someone they knew.
Effective from October 30, 2026, new laws will prohibit the sale of any vape product to individuals under 18, irrespective of nicotine content. This aligns vaping regulations with those for alcohol and tobacco. The legislation also bans free distribution, substantial discounts, and promotional coupons for vaping and nicotine products. Purchasing nicotine products on behalf of minors will also become an offense.
The vape industry in Blackburn, a significant local employer and economic contributor, faces uncertainty due to these upcoming changes. Factory owners and shop managers express worries about the future of their businesses and the thousands of jobs supported by the sector. Despite this, local authorities emphasize their commitment to evidence-led policies and a smoke-free generation.
