UK Streaming Services Face New Ofcom Oversight
24 Feb
Summary
- Streaming platforms in the UK will be regulated by Ofcom.
- Tier 1 services will include platforms with over 500,000 users.
- New rules will cover accuracy, impartiality, and harmful content.

The U.K. government is implementing further legislation under the Media Act 2024, bringing major streaming platforms like Netflix, Amazon Prime Video, and Disney+ under the supervision of media regulator Ofcom. This expansion of Ofcom's role, which already oversees traditional broadcasters, aims to enhance audience protections.
Any video-on-demand service exceeding 500,000 users will automatically be classified as a 'Tier 1' service. These platforms must comply with a new video-on-demand standards code. This code will establish guidelines for accuracy, impartiality, and the safeguarding of viewers from offensive or harmful content. Ofcom will possess the authority to address any breaches identified within this code.
This regulatory shift acknowledges the significant migration of viewers from traditional television to streaming services. Live TV viewing has reportedly declined substantially, with streaming platforms and YouTube now being the primary choice for a significant portion of the audience. A public consultation will be held to finalize the specifics of the video-on-demand standards code.
