Govt Acts on Soaring Sugar Prices, Imposes Stock Caps

The central government has implemented nationwide stock holding limits for sugar dealers, effective from August 1 to November 30. This measure is designed to curb hoarding and speculative trading that have driven sugar prices to record highs. Under the new directive, no sugar dealer is permitted to hold more than 4,000 quintals of sugar for longer than 30 days from the date of receipt.

These restrictions, imposed under the Essential Commodities Act, 1955, aim to ensure sufficient domestic availability and price stability. The government has observed instances of hoarding and paper trading that created an artificial perception of scarcity. All dealers must declare their stocks weekly via an online portal.

The move follows a period of escalating sugar prices, despite government assurances of adequate supply. Previous interventions included maintaining unchanged domestic sales quotas and banning exports until September 30, 2026, though some exports were already permitted. Industry experts suggest stock limits may offer temporary relief but could disrupt supply chains if prolonged.

ICRA projects net sugar production for the 2025-26 season at approximately 28 million tonnes, with closing stocks around 4.3 million tonnes. Despite lower inventories compared to the previous year, supplies are anticipated to remain adequate, with market participants monitoring potential impacts of El Nino on future crops.
