Tacoma Rescue Mission is developing "Good Neighbor Village," a unique housing initiative in Spanaway, Washington, designed to permanently house the chronically homeless. The first phase aims to accommodate 20 to 25 residents by March or April 2027, with plans to expand to 285 homes by 2028. This village will feature individual furnished cottages for residents, each approximately 300-400 square feet, offering a private living space.
Residents will be required to pay monthly rent ranging from $400 to $500 and will be offered opportunities to work on-site, such as in the community garden or market. The model is based on a similar successful village in Austin, Texas, and will provide comprehensive support services. These include case management, behavioral health support, recovery programs, dental care, therapy, employment counseling, and hospice care.
Strict rules will be enforced, including adherence to all county laws, with illegal activity and drug use not tolerated. Tenants will undergo vetting and sign leases outlining expected conduct. The project is funded through a combination of American Rescue Plan Act dollars and private donations, with a total estimated cost of $80 million. The organization is actively seeking further donations to complete the project.
Concerns from nearby residents regarding wetlands have been addressed, with assurances that the wetlands will be preserved and fenced off. The village will also feature 24/7 security and a locked gate. This initiative aims to provide long-term stability for individuals experiencing homelessness, offering dignity and a path to recovery.
