Summary
- Sebi forms expert group to review debenture trustee regulations.
- Group chaired by Ananta Barua, ex-Sebi member, and Rajnish Kumar.
- Stakeholder suggestions invited by July 15 for framework enhancement.
The Securities and Exchange Board of India (Sebi) has formed an expert working group to comprehensively review and strengthen the regulatory framework governing debenture trustees. This initiative comes in response to significant transformations within India's debt market.
The working group is chaired by Ananta Barua, a former whole-time member of Sebi, with Rajnish Kumar, former chairman of the State Bank of India, serving as co-chairperson. The panel will examine existing regulations and market participant feedback.
Key objectives include simplifying, rationalizing, and removing redundancies in the current framework. Sebi has opened a consultation period, inviting suggestions from all stakeholders until July 15. This review acknowledges the market's evolution since the Sebi (Debenture Trustees) Regulations, 1993, particularly with the introduction of the Insolvency and Bankruptcy Code, 2016.
