Concurrently, the Central Excise (Amendment) Bill 2025 seeks to streamline and simplify existing frameworks for goods manufactured in India that fall outside the central GST purview.
A notable addition is the Health Security and National Security Cess Bill, 2025. This bill proposes to levy a new cess on specified manufactured goods to bolster the Centre's financial capacity for national security and public health initiatives. Additionally, Sitharaman is expected to present supplementary demands for grants.
