North Carolina has initiated a lawsuit against the Vietnamese automaker VinFast, citing the company's failure to fulfill its agreement to construct an electric vehicle manufacturing plant in Chatham County. The state is seeking reimbursement for costs incurred by taxpayers for site preparation and aims to regain possession of the designated land.
The project, initially envisioned as a major EV production hub south of Raleigh, has seen minimal progress. Land was cleared and graded in 2023, but construction has effectively ceased, leaving the site unfinished as the July 2026 operational deadline approaches.
Under the terms of the deal, North Carolina committed approximately $450 million towards site preparation. In exchange, VinFast pledged to have the factory operational and employ 1,750 workers by the end of 2026. With the deadline imminent and the factory still incomplete, state officials are dissolving the agreement rather than waiting for further revised timelines.
