- Project aims to develop Raigad-Pen as an integrated smart city.
- Landowners offered options including land pooling for development.

The Mumbai Metropolitan Region Development Authority (MMRDA) has entered into a significant shareholder agreement with the Raigad-Pen Growth Centre. This accord, formalized recently, paves the way for the development of the Raigad-Pen area into an integrated township. The project is envisioned as a smart city, focusing on planned urbanisation and infrastructure-led growth within Pen taluka, Raigad district.
The initiative aligns with the broader Mumbai 3.0 vision, which seeks to alleviate congestion in the metropolis and foster balanced development across the Mumbai Metropolitan Region. A participatory land acquisition framework has also been introduced, offering landowners diverse options such as mutual consent, development rights, and a land pooling model where they can retain a stake.
The new town development area (NTDA) spans approximately 323.44 square kilometers across 124 villages in Uran, Panvel, and Pen talukas. This region, influenced by the Atal Setu corridor, is poised for large-scale planned urbanization and significant infrastructure expansion.
